Contract Management Specialist


Duties, Accomplishments and Related Skills

Serves as the Training Requirements Division Contracting Officer’s Representative (COR) for the Army Training Requirements and Resources System (ATRRS). Daily manages all DMPM contract actions and provides expert technical advice to the Division Chief and DMPM Director to ensure contract actions are accomplished in accordance with the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Establishes and maintains close coordination with the Contract Specialist and Contracting Officer at Army Contracting Command, Rock Island, IL (ACC-RI) and with other contracting officials within and outside DMPM to keep abreast of developments which will contribute to more effective use of the DoD’s acquisition process. Coordinates daily with DMPM contract stakeholders to efficiently and effectively manage DMPM contract actions. Assists in the preparation of Statements of Work (SOW) and Performance Work Statements (PWS). Manages all contract action funding. Coordinates contract award and administrative actions through the ACC-RI. Coordinates to ensure contract actions are awarded in time to prevent gaps in the periods of performance.


Ms. Arrington contributed a phenomenal performance managing the ATRRS contract, the Division's most important mission impacting Total Army readiness. She coordinated with Army Contracting Command, Rock Island, IL (ACC-RI) and all stakeholders achieving the successful award of a new five-year ATRRS contract valued at almost $80M. This is the first ATRRS contract award using competitive procedures in over 30 years. Most significantly, the award dollar value saves the Government approximately $20-$25M over the life of the contract. Timely award ensured seamless transition without any disruption to ATRRS services and functionality. She worked with DAPE-PR early in the award process to build and preposition in GFEBS all Purchase Requests (PRs) and Work Breakdown Structures (WBS’s). This early planning allowed DAPE-PR to execute funding quickly and allowed the KO to award the new contract on time avoiding issuing a verbal and allowing the ATRRS stakeholders to account for obligation of their funding in a timely manner. She also worked closely with DAPE-PR to ensure all PRs were processed with successful transmission into the Contract Writing System resulting in obligating all the CLINS for the base year award of the ATRRS contract and eliminating the need for manual obligations. The successful obligation of the CLINS allowed proper obligation of funding for ODCS, G-1 and Army stakeholders in a timely manner. As a Trusted Agent (TA) Ms. Arrington worked with the ODCS, G-1 and Contractor Security Specialist to process CAC card applications for contractor personnel in the Trusted Associate Sponsorship System (TASS). Timely processing of applications and issuing CAC cards allowed ATRRS contractor personnel to start performance without delay. Ms. Arrington processed multiple contract modification actions throughout the year always responding to stakeholder mission requirements in a timely manner. A masterful performance by a dedicated and highly skilled professional.

Duties, Accomplishments and Related Skills:

Supports the agency's annual budget execution planning by working with Office of Defects Investigation, (ODI) program office managers and staff during planning sessions, improved cost estimating and consolidating individual spending plans into a complete ODI office budget spending plan. 


Advises program technical experts with market research early in the procurement planning process. Actively monitors contract assistance agreement progress and performance and reports any deficiencies to the SPD Chief and to OAM. Establishes and maintains an organized contract/assistance agreement administration file to record all actions pertaining to the agreement.


Stays current on NHTSA procedural regulations on all types of actions including contracts, assistance agreements, and interagency agreements. 

Prepares and submits Statements of Work (SOW), Statements of Objective (SOO), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), forms for review by the agency Small Business Representative, and technical documents used in reviewing competitive proposals. 



Reviews procurement requests for accuracy and completeness prior to submission to OAM. Tracks and reports on acquisition statuses, advises technical experts with market research early in the procurement planning process. 


Reviews and certifies invoices. Assists with invoice and/or contractual assistance agreement issues with OAM or Oklahoma City. Assists other ODI CORs or ACORs with procurement guidance, as needed. Assists OAM in providing, transferring, and accounting for all government property or equipment furnished/acquired to the Contractor/Grantee. 


Assists SPD staff in handling duties supporting ODI, where needed. Develops new contract tracking mechanisms, for both milestones and financial tracking, for the accurate tracking of ODI procurements. Independently investigates alternative approaches to improving ODl's budgeting & procurement processes. Takes initiative to set up meetings and proactively inform Division Chief and staff to resolve procurement matters

Provide background data to be used in program study and research analyses for assessment and studies for the EUL program.
